Sylvia is a Principal Advisor working on the Regional Innovation Funds Advisory Service (RIFAS).

RIFAS supports Strategic Health Authorities (SHAs) in England on the management and disbursement of Regional Innovation Funds and the diffusion of these ideas across the NHS.

Sylvia has worked in healthcare strategy and implementing change for more than twenty five years in the UK, Europe, Central Asia, Australasia and USA . Her role in the Young Foundation is to support SHAs RIF portfolios and work directly with a number of innovation projects covering end of life and palliative care, rehabilitation, long term conditions, tele-healthcare and digital and prison health. She also leads the health and ageing practice at the Young Foundation - which seeks out projects, people and embryonic ideas, which will help transform the way in which health and social care is delivered.

Sylvia is particularly interested in the future shape of the healthcare landscape to which she contributes specialist knowledge about investment (and disinvestment) in people, technology and the environment. Most recently, Sylvia has been working with the Scottish Government on innovative ways of implementing ‘Shifting the Balance of Care', which aims to provide more personalised local care which promotes independence. Prior to this she set up and ran the Future Healthcare Network (FHN), a learning network, which was part of NHS Confederation. FHN covered over 80 healthcare organisations across the UK which influenced policy, facilitated horizontal learning and helped to ensure that investment would be robust for 2020 and beyond.
